Enforcement Compliance and Enforcement This section of the Air Pollution Control Program routinely conducts inspections of industry sources that have the potential to emit air contaminants, sample for pollution from existing sources, inspect and register used car lots, inspect service stations for vapor control equipment, and investigate citizen complaints concerning outdoor air pollution (smoke, dust, fumes, mists, and odors). This section enforces State Rules and Regulations concerning air pollution control. When violations of rules or regulations are found, they are referred to the Texas Commission on Environmental Quality (TCEQ) for legal enforcement. This section inspects approximately 1000 sources of potential air pollutants each year, including investigating 250 citizen complaints. Permits New sources or modifications to existing sources having the potential to emit air contaminants must obtain an Air Quality Permit or a Standard Permit from the TCEQ or register with the TCEQ when their source or modifications meet specific criteria for a Permit by Rule. This section of the Air Pollution Control Program conducts engineering reviews and makes technical recommendations concerning all applications or modifications requested within the City. The reviews and recommendations are directed toward reducing potential air emissions allowed by regulations to the lowest level for the specific type of operations concerned.
